Charles LeCocq
Chief Executive Officer & Chairman of the Board
Charles represents the third generation of LeCocq leadership at Peoples Bank. He was elected President and CEO of the Bank in 1987, carrying on the family tradition and supporting the core values of honesty, integrity, respect, and commitment set by his grandfather in 1938.
In 2013, Charles became Chairman of the Board and continues to serve as CEO. Under his leadership, the Bank entered the mortgage business, formed Peoples Investments, and grew Bank assets to over $2.4 billion.
Charles and the LeCocq family are passionate about making the community a better place for everyone.
Lisa Hefter
President, Chief Operating Officer
Member of the Board of Directors of Peoples Bancorp and Peoples Bank
Lisa joined Peoples Bank in 1992, becoming President and Chief Operating Officer in 2022 after a decade as the Bank’s Chief Financial Officer. In her role, she oversees administrative and operational activities. Serving as Secretary to the Board of Directors since 2013, she was named to the Board in 2020.
Beyond banking, Lisa serves on the Whatcom Dispute Resolution Center Board and volunteers her time promoting financial literacy. An honors graduate of the Pacific Coast Banking School, she holds a bachelor’s in business administration from Central Washington University, where she graduated magna cum laude. Recognized as CFO of the Year in 2017 by the Puget Sound Business Journal, Lisa is dedicated to improving outcomes for customers, employees, and shareholders.
Derek Thornton
Executive Vice President, Chief Financial Officer
Derek joined Peoples Bank in 2013, serving in roles across retail, small business, and credit, with a focus on finance and accounting. He now serves as Chief Financial Officer, prioritizing customer and employee growth.
Passionate about community health and wellness, Derek leads the men’s competitive running team at the Bellingham Distance Project. His service on the organization’s Board of Directors earned him the Chairman’s Award for leadership in 2016. A graduate of Pacific Coast Banking School, he holds bachelor’s degrees in economics and political science and a Master of Business Administration from Western Washington University.
Andy Riddell
Executive Vice President, Chief Lending Officer
Andy joined Peoples Bank in 2021, bringing nearly 20 years of banking experience in the commercial and industrial industries. As Chief Lending Officer, he directs the Bank’s commercial and marine lending strategies.
With experience across Alaska and Washington, Andy has contributed to several boards, including the Whatcom Business Alliance and the YMCA of Snohomish County. He enjoys engaging with business leaders, understanding their priorities, and mobilizing resources to support their goals. A graduate of the Pacific Coast Banking School, he holds a bachelor’s degree in business administration and management from Vanguard University.
Kamyar Monsef
Executive Vice President, Chief Retail Banking Officer
Kamyar joined Peoples Bank in 2020, bringing 20 years of experience in retail banking and consumer/mortgage lending. As Chief Retail Banking Officer, he leads all retail banking operations and is instrumental in developing the Bank’s strategic initiatives.
Focused on educating and developing the next generation of front-line bankers, Kamyar is committed to the success of the employees and staff who interact with customers every day. He earned his bachelor’s degree in business administration and communications from Western Washington University. Graduating with honors from the Graduate School of Banking at Colorado, he also completed the Washington Bankers Association Executive Development Program.
Randy Fredlund
Executive Vice President, Chief Compliance & Security Officer
Randy joined Peoples Bank in 2002. With over 25 years of banking experience, he serves as Chief Compliance & Security Officer. He chairs the Bank’s Operational Risk Committee and is responsible for vendor management, compliance, and security.
Randy is dedicated to helping customers bank safely and securely online. With a number of specialized security certifications, he brings deep expertise in cybersecurity, disaster recovery, and vendor and fraud management. He is a graduate of the Pacific Coast Banking School and holds a leadership and management certification from the Leadership Institute of Seattle through Western Washington University.
Amanda Scoby
Executive Vice President, Chief Risk Officer
Amanda joined Peoples Bank in 2013, after several years at a public accounting firm. In her role as Chief Risk Officer, she is responsible for identifying, analyzing, and mitigating internal and external risks to the Bank organization.
Amanda oversees the Enterprise Risk Management program, providing oversight to ensure the appropriate development and management of internal risk controls for Peoples Bank. A certified public accountant, she earned a bachelor’s degree with honors in business administration from Texas A&M. She also holds a Master of Science in Finance.
Jennifer Evans Thompson
Senior Vice President, Chief Mortgage Banking Officer
Jennifer joined Peoples Bank in 2016, with over two decades of mortgage and consumer lending experience. As Chief Mortgage Banking Officer, she oversees the mortgage lending division, including origination, operations, compliance, and secondary markets, as well as consumer loan processing and underwriting.
Committed to facilitating affordable homeownership for customers, Jennifer is actively engaged in industry associations and promotes community-focused mortgage financing solutions. A graduate of the Pacific Coast Banking School, she earned a bachelor’s in business administration magna cum laude from Washington State University. Dedicated to employee development, Jennifer also holds a degree from the Western CUNA Management School.
LaVonne Olsen
Senior Vice President, Chief Human Resources Officer
LaVonne joined Peoples Bank in 2019, bringing three decades of human resource experience in several industries, including 20 years in management. As Chief Human Resources Officer, she supervises all aspects of the employee experience, from recruitment and onboarding to benefits and training.
LaVonne believes in cultivating strong connections among colleagues, both inside and outside the Bank. She volunteers on the board of the Max Higbee Center and as coordinator and coach for the Special Olympics. With several distinguished credentials in her field, she is a graduate of California State University, Fresno, where she earned a bachelor’s in business finance and the Graduate School of Banking at Colorado.
